Exporting log info to a Database

On this page it says there are some new commands to pipe log output to a DB:

Is there anyway to get a little extra documentation on this and/or a
sample output file?

archive_fmt:	%t %o %s

If this follows the perl conventions for sprintf:
%o is an unsigned integer in octal
%s is a string
What is %t?

Also, where in the config file does this go?   Can this be set globally?
