db support

the open-source version of argus will never have direct
support for putting configs in a database beyond what
currently exists.

there are too many different databases, and too many
possible database schemas to include support in any
useful way.

BUT, if you have a database and you have argus, it is
fairly simple to get argus to configure from the database.
