[feature request] autoreload config

It'd be nice to be able to modify the config, and know that it will 
reload sometime later at night, when there arent 20 pairs of eyes on the 
arguscgi web page seeing the "Please investigate" error.

i'd like something like:
autoreload: [no|yes|schedule]
reload_schedule: [start]-[stop]

so for example, the below would detect changes between 8pm and 6am, and 
let argus reload if needed:
autoreload: schedule
reload_schedule: 20:00-06:00

changes made outside these hours would be queued or detected later.
